An option to set modifiers as a master list for cpt codes.

For codes not sent to insurance or are not covered by insurances I would love to be able to create a general modifier assignment.

Ex 1: for decompression its not covered by insurance so I add the gy modifier int he event someone attempts to send and itemized receipt to their insurance.
