Pop up Window for Documents

Currently if a user clicks on a file in the records section of the treatment note, it opens a new tab to view a file. Clinics have reported that they would like to see a pop up window appear with the image instead of a new tab.

A possible "preview" to view documents before opening/downloading from the documents folder. Right now they are just listed by name and have the "eyeball" icon but can't preview
